Howard University (Washington, DC USA) and the United Nations Development
Program (UNDP) are convening an international conference on the
"Privatization of Telecommunications and Information Systems in Africa and
the Caribbean" in Washington, D.C., March 12-15, 1996.  Howard TISAC-96 is in
response to the Clinton Administration's commitment to building the Global
Information Infrastructure (GII) and the need of the "African World" to join
the information revolution.  The Conference is designed to serve as a prelude
to the G-7 Conference on the Information Society to be held May 13-15, 1996
in Johannesburg, South Africa.  Registration, conference objectives and other
