  The dulcimer in general is a recent import, and has absolutely no
  relation to traditional or ancient Celtic instruments.  Those that were
  stringed were plucked instruments like lyres and harps, not fretted.
 
  There's a very good section on Musical Archaeology in the book "The
  Celts" which was made for the Venice exhibition.
