 The Alarm Channel is a virtual conduit for information of a special narrow type. Retired US Air Force Lieutenant General James Robert Clapper, Jr. has blundered into forbidding the existence of the Alarm Channel for use by anyone in the US Executive Branch intelligence community. 

His blunder attempts to block Ashby’s Law (only variety can destroy variety).  On March 20, 2014, Clapper in his civilian capacity as Director of National Intelligence issued Intelligence Community Directive 119.  Its explicit content restricts to a tightly confined list of intelligence officials the authority to converse or otherwise communicate with anyone connected with news media. 

Doing so was formerly permitted any intelligence official, so long as the subject matter was unclassified.  But IC Directive 119 now required pre-clearance before mentioning any intelligence-related topic, whether classified or not.  Accidental or unplanned chats with a media person must all be reported after the fact. 

Violations will be deemed automatic security breaches, which raise the specter of security clearance revocation, firing, and imprisonment.  ICD 119 if enforced guarantees that only siloed blinkered unsurprising reports are supposed to reach the officials responsible for national security. 

Providing history, context, or background for anything remotely having to do with intelligence is henceforth career-limiting, by fiat.  In other words, the pool of people supposed to furnish advice and counsel to the Congress, the Judiciary, or the citizenry about national security topics has been cut way down to just a handful of inside experts.  The latter are certain to be victims of groupthink, in a cabal where skepticism is deemed subversive.
