EE Business Development Department locates and negotiates potential clients for licensing the proprietary
Enefit technology for production of liquid fuels from oil shale as well as planning, launching, developing and
implementing new business development projects in Estonia and internationally. These projects include oil
shale development projects for power and oil production, as well as other energy development projects
(e.g. biofuels). The aim is to provide Estonian Energy´s know-how and integrated technology solutions to
countries wishing to exploit their oil shale reserves. The first such country outside of Estonia is Jordan,
where we are developing an oil shale fired power project as well as a liquid fuels production complex. We
are also starting a shale oil development project in the U.S. In other countries with oil shale reserves
(including China, Morocco, Egypt, Russia, etc.), the focus is on sales of Enefit’s licensed technology. Read
Current situation and background information
Due to the department’s expansion and new projects, EE business development department is going to
recruit anEnvironmental Specialist / Project Manager who will be responsible for managing the
environmental impact assessment (EIA) processes and projects, including organizing and overseeing all
environmental testing and research projects needed to support the EIAs or the business development
The previous environmental specialist responsible for Jordan and U.S. projects was promoted to the
position of Project Director for U.S. development project. According to the matrix structure the specialist will
report to the Head of Business Development and/or specific Project Directors (e.g. Jordan project or U.S.).
This person will also be expected to coordinate and work closely with Eesti Energia’s Environmental
Managing, preparing, assisting and supporting the EIAs for various oil shale projects will require working
with multiple departments and functional areas within Eesti Energia as well as with external partners
(finding local partners, arranging tenders and contracts with them, managing the relationship and project
timeline). This post requires someone capable of organizing all of the related studies and inputs necessary
to serve as the basis of the EIA; as well as manage these sub-projects in terms of the overall project and
EIA schedule and budget.
As contractors and partners do not know the specifics of the oil shale industry and Eesti Energia´s
technology, the person will need to become very familiar with the target country’s local environment
regulations / norms / laws in order to properly support and supervise the local contractors, as well as the
environmental regulations/norms/laws in Estonia.
The candidate will also need to be familiar with a wide range of environmental issues and be able to design
and carry out (either in house and/or through consulting agreements) studies related to emission modeling,
Life Cycle Assessments, water consumption estimates, leaching and groundwater quality studies, etc.
2. Job Profile
Objectives of the successful candidate
The main objective of the position is managing the environmental impact assessment (EIA) process and
related issues (including pre-research, organizing testing etc.) for the business development department.
Key tasks of the role are:
·managing the EIA process for the Jordan power project
·preparing for and managing the EIA process for the Jordan oil project
·assisting with the EIA and SEIA(?) for the additional Enefit units (Narva oil expansion project)
·preparing for, assisting, and managing other EIAs and environmental issues and studies
(environmental regulatory requirements) and projects as they arise, both internationally (USA) and
·Health Safety and Environmental Management System for Jordan and U.S. projects
·preparing an analysis of the suitability of the Enefit technology, in terms of environmental
regulatory requirements for target countries
The position is based in Estonia but the successful candidate is expected to travel frequently.
The successful candidate should be TOP professional in the environmental field with the very good
knowledge in ground and surface water, air emissions and waste management. He/she should be able to
understand the key environmental issues in the development projects (the „big picture“), not to get lost in
details. However, the candidate should be very methodical in approach as they need to learn local laws,
rules, regulations for specific projects. The person should have a good understanding of EU directives and
should be aware and interested in EU environmental policy development.. Requirements include higher
education in environmental engineering or related disciplines and proven experience in managing
environmental impact assessment processes or other large scale environmental projects, preferably in
business organizations. The right candidate has to be a good negotiator, highly self motivated and an
independent worker, The candidate must be fluent in English and ready to to travel frequently.
