Problem Description:
Cork School of Music have noticed slowness when accessing the web
throughout today.

Problem Effects:
Slow access to the Internet, including google and the CIT web site.

Problem History:
20080212 15:59 PC - Have informed CIT Computer Services about the report
and investigated on the HEAnet side.  No reason for the issue has been
identified and it is unclear whether the slowness is occuring within the
HEAnet infrastructure or not.  The user is carrying out further testing.

20080215 17:59 PC - It appears that the google server is rate limiting
ICMP and that so this has been causing drops in ping tests performed by
local IT staff.  Ping response times from the google server indicate
normal network connectivity speeds (around a tenth of a second round trip
time).

Ping tests by local IT staff to some devices showed a small number of
significant variations in round trip time from some transit routers along
the path to google.  One of these was a HEAnet device however we have been
unable to reproduce such variations during extensive testing.  These may
have been caused by high CPU (or high priority processes) on the devices
at the time of tests, or by issues outside the HEAnet network.

Have requested that local IT staff carry out further tests and provide
additional information about the nature of the issues reported by users.
