They are not obliged to negotiate if they have a right to march. You
could call them
stubborn, bloody-minded etc., but this would be beside the point.

More disturbing than threatening. Disturbing, because the UVF and LVF
are known killers
of innocent Catholics. "Threatening" however would imply that the
paramilitaries were going to use the parade to commit murder, which would
be highly unlikely. Again, this is comparable to the presence of IRA men
in Republican parades; it might bother the Proddies, but there's no
indication they'll open fire on the passers-by.
