You should have a quote before you give the content of the parameter entity:
<!ENTITY % exp_ent "title,employee,client,duration,description">
But also, unless I'm mistaken, you're not allowed to use an element
declaration to declare the content model of more than one element at the
same time. This was possible in SGML but not in XML
