+Where does all of this leave major donors from the wealthier
+economies? How can they be most helpful?

Possible where the US Donors are for SA higher education. A group of them
got together in New York and threatened to withdraw support for some very
major projects if more affordable, and in the long term sustainable, charges
could not be negotiated with the telco. Those negotiations are now under way
and I cannot reveal any more details at this stage except to say that SA
Telkom has seriously rethough its product packaging.
Maybe organisations like USAID and the World Bank should consider refusing
to find telcom dependent projects until those projects cease to be milked by
the local telcos.
