Greetings.

In my experience Universal Access to telecoms tends to be defined in terms
of walking distance, which obviously means different things to different
people, particularly to old people and people with physical disabilities.

Does anyone know whether telecoms access for the millions of people with
disabilities has ever been addressed in the universal access debate around
Africa? Maybe some relevant issues are being raised in the debate on this
subject that seems to be going on in the US (see press release below).
