Yes, I run the only public FPI server in existence (that I am aware of):
for example (just replace spaces in the FPI with underscores). It's
experimental but it handles partial FPIs like
by listing the known DTDs. It's not fully populated, so if you find bits
missing, please send me the DTDs and I will install them.
There are efforts goinf on elsewhere to provide databases of DTDs
but I don't think they provide URL access which uses the FPI.

* Panorama (formerly SoftQuad, now Interleaf, although they don't seem
to know what to do with it :-)
* MultiDoc Pro (CITEC)
Both based on the same engine, both parse SGML and retrieve DTDs
across the network using a remote or local catalog. Have done for
years. MDP forms part of the basis for DocZilla.
