I think I posted wrt problem, but I can assure you I do not recall
ever having written that is was a good proposal.

No. People like him are the root of the problem. How can he give a
presentation on IT iun Africa when he doesn't know what is going on?

Rethorical question, of course. But then, the long term subscribers
know that there is only one group of people I like less than USAID,
namely the "developmental studies" guys...
