Mr. Lisse is very light on specifics when he takes aim at UN, US and
other govt. funded ICT projects in Africa. Often, feedback from
(actual) African beneficiaries indicates that the donor assistance made
the difference between connectivity and not - training and not -
competitive markets and not. I suggest that Mr. Lisse begin to examine
his own fear of having his inherited homeland of Namibia invaded by the
demon donor, thus encroaching upon his self-appointed superintendence.
