This is true. However, the English language in Wales is all pervading. To
not fully understand the language would mean the person has lived as a
virtual hermit. An interesting point though, because now that all official
government documents are bilingual (and there are lots of Welsh teaching
positions and jobs in the Welsh media etc.), a child living in Wales now may
actually be able to grow up without the need to speak English.
