As there is no law there, why not go the bold approach: VSAT terminal
smack in the yard of the university?
If you really have nothing else there and store and forward is enough
I'd go with the Healthnet Satellite. Inmarsat is much much more
expensive and as much as I disklike FIDO technology, the Healthnet
