The AfricaLink Partnership: Washington, DC, 1998

The USAID Division of Consulting and Information Services, in
collaboration with USAID/AfricaLink, is pleased to announce the
availability of a short-term partnership opportunity in Washington,
DC, USA.  Closing date for receipt of applications is April 24, 1998.

BACKGROUND

The AfricaLink Partnership will provide a 10-week opportunity for an
individual just completing formal training or otherwise early in his
or her career to apply technical skills while interacting with members
of the AfricaLink Team around the world.  The intent is to permit the
Partner to polish skills in an actual work environment, to contribute
to a worthwhile African Internet development project, and to develop
useful career contacts in the African Internet industry.

Anyone may apply.  However, the successful AfricaLink Partnership
applicant will likely be someone who shows significant promise of
being able to take the experiences and technical skills gained and
apply them to African Internet development.  Persons presently
employed by Internet services firms or organizations in Africa, women,
and students with an intent to work in Africa in the future are
strongly encouraged to apply.  Strong proficiency in English is an
unavoidable prerequisite.

THE PROJECT

The Partnership will be organized around a specific technical project,
the AfricaLink Directory, located at

The data reside on a server in Washington, are stored in Microsoft
Access, and are queried using Cold Fusion software.  The successful
applicant must exhibit a propensity for mastering relational databases
and SQL programming syntax.  Specific knowledge of MS Access is highly
desirable.  Specific knowledge of Cold Fusion is not required, but the
successful applicant will be someone with a propensity for on-the-job
learning with minimal assistance or supervision.

The project is more than just technical.  The Partner will be expected
to consult with the worldwide users of the database and with those
whose information is contained in the database.  The successful
applicant will have appropriate skills in writing, diplomacy, and
consensus building.

LOGISTICS

The AfricaLink Partnership will last approximately 10 weeks.  Start
and finish dates are flexible, but June 1 through August 9 is
proposed.  The host for the Partnership will be the USAID/AfricaLink
Advisor.  The Advisor will supervise the Partner's day-to-day
activities and assure an appropriate educational experience.   The
Advisor will also provide assistance in locating suitable housing and
transportation in Washington.

The following will be paid by USAID/AfricaLink:

 Transportation at the beginning and end of the program to the
Partner's home of record  A minimal living allowance of roughly US$80
per day (to cover room, board, incidentals, local transportation) 
Emergency and catastrophic health insurance

Note that housing and local transportation are not provided
separately.  The selected applicant must provide these from the living
allowance.  The AfricaLink Advisor will be happy to arrange housing on
a local college campus for the duration of the Partnership (space
available basis, $25 per night), but this housing will be paid by the
Partner from the Partner's stipend.  If the Partner would prefer
alternative housing arrangements (e.g. with a friend in Washington)
this must be arranged in advance.  Note basic hotel accommodations in
Washington are generally $50 per night or more.  Basic meals in a
cafeteria are from $15 per day, much higher in restaurants.

If the successful applicant is not a citizen or permanent resident of
the United States, it is the responsibility of that applicant, if
selected, to secure the necessary visa and other travel documents for
travel.  The AfricaLink Advisor will provide a letter of invitation
and assistance as appropriate, but the ultimate responsibility for
travel documents and any fees rests with the applicant.

THE APPLICATION

Applicants must present a one-page resume containing the following
elements:

 Name, address, telephone, fax, email
 Highest formal education degree and institution
 Relevant employment
 Relevant skills and evidence of proficiency
 Other pertinent information

On a second page, at the top of the page write "AfricaLink Washington
Partnership."  Then write your name, followed by the names of three
references with contact information.  Both pages should be prepared in
10 or 12 point typeface with standard margins.  If submitted in
electronic form as an email attachment, the application must be in
Word97, WP8, or compatible. If submitted as plain text within an
email, a maximum of 2000 bytes is allowed.  Alternatively, the
application may be faxed or sent via postal airmail.  A preliminary
selection process will be held, commencing on April 27.  All
applicants providing an electronic mail return address will be
notified of a decision by May 4.  Other nonfinalists will receive an
airmail notification.

Finalists must participate in one or more telephone interviews.
Arrangements for these interviews will be made either by email or by
telephone.  During these interviews, elements of the resume will be
verified by experts.  Also, the finalists will be asked to explain how
participation in this Partnership will contribute to their education
and to the advancement of information technology applications in
Africa.

Electronic mail applications are preferred.  Send an email with the
application attached (MIME or UUEncode encoding) in Word97,
WordPerfect/Corel8, or compatible, or incorporate the application as
plain text in the email.  Otherwise, postal or fax submissions must be
received by the deadline April 24.

Please note that there are two AfricaLink Partnerships being offered
this year, one in Johannesburg, the other in Washington.  If you wish
to apply for both, the applications must be submitted separately.
