Ask for the observatory`s last conference (July 17 1997) publication
document "African PTO, Who will Survive." It illustrates the extent,
scope, depth of privatization and liberalization challenges West
African PTOs face. It inlcudes bench marks on how some of them have
done so far. It is in French but the illustrations and numbers are
self-explanatory.

P.S You`ve got Nigeria, Ghana, West African Francophone countries and
East Africa. Don`t bother about Sierra Leone and Liberia. They are out
of business till further notice. Not much to say about Gambia perharps
someone else can help.
