Agreed, donors are making these things out to be more complicated
(and more expensive) than they often need to be.
I seem to recall we discussed kiosks/telecenters/small business email
post restantes in Ghana in particular, in this forum, back in 1995.
The point then was that small businesses already offer fax and
international telephone services, while selling tins of tomatos and
Bic pens, plus secretarial services. It would be an easy step simply
to take the secretary's word processor and add a modem, particularly
now that they can usually link locally to an ISP instead of having to
have a direct telephonic international link to the Internet.
What I hear discussed most frequently are much grander projects.
