I am the Program Manager of infoDev and am writing to respond to your
posting entitled "INFODEV PROJECT" to AFRIK-IT on November 7.
The project you are referring to is the infoDev-sponsored "Rural
Telecommunications Field Trial and Commercialization Pilot" being
implemented by the Kenya Posts and Telecommunications Corporation (KPTC).

To answer your question about the process: the KPTC along with the
Telecommunications division of the World Bank came up with an idea and then
a proposal. They presented the idea to infoDev and we evaluated the
proposal and decided that it was deserving of funding. As for the site
selection, the KPTC selected Namango and Isinya. As it states in our
agreement with the KPTC, each trial area is representative of other rural
regions of Kenya and will provide sufficient demand and revenues to justify
private investment after the trial.
Anyone, individuals, NGOs, governments, etc. are welcome to submit
proposals to infoDev and each proposal is evaluated on its merit.
