It is very difficult to derive what you are actually looking for, but I
have been involved in a rural clinic administration system, which has
very strong consolidation features.
This software has been developed specifically for the South African
setup, where a central hospital had many smaller (permanent) clinics
reporting to it. The smaller clinics and the hospital itself also have
mobile clinics. The whole topic of patient history records, dispensing
of medication etc. is addressed in the package for the individual
centres, and is also aimed at consolidating all the information at the
end of the day.
The software currently runs on Windows (because of market pressure), but
the previous version was written in Clarion for DOS, which would be able
to run on 386's.

As the whole premise of the project is based upon efficient monitoring
resources, it would be nice to have a piece of software that would allow
regional health authorities to track in a relatively simple way the
disbursement of health resources. It would also be nice to have a
mechanism for consolidating the information from regional authorities.
