But you are getting me wrong. I am against things like pumping 24.9
Million US$ of the Leland initiative into US companies and consultants
and then telling us to shut up and be grateful for what we shall receive,
I am not at all and have never written anying against capacity building.
Just the opposite. But then it also depends who will be chosen or rather
whether these guys will in fact multiply their knowledge...
