I received this message from someone quite knowledgeable about the
situation in Ghana (I'll not mention the name since I didn't receive
explicit permission to cross-post this message sent to me privately):

So there we have it! This was in response to my asking in what
sense the Ghana hub was the "biggest" in Subsaharan Africa.
