Many people these days are searching for ways to make the Internet
accessible. In my view it is the greatest challenge facing donors,
and far more complicated than the problem of Internet access at the
trunk national level. If there are students interested in pursuing
the question of access, I would certainly applaud it.
In some early work I did for USAID in Niger, I floated the idea of a
"help center", comparable in many ways to an Internet Cafe, but
without the "Yuppie" connotations. Have a look at this URL, or write
