Don't take as precondition that an area must be wired for electricity
before any inhabitant can go online to the Net.  As example, there
is a homeless gentleman in Los Angeles or thereabouts who has a laptop,
a modem, a cell-phone and an Internet account.  It's a matter of priorities.
If some villagers could swear off cigarettes, they might save up enough
for a useful connection.
