Hello Jeff and others,
I have been reading your notes from the Workshop.
>Darrel Owen, Acting Director, Software Development and Maintenance
>Division, Information Resource Management, USAID, spoke next.
>From our experience installing equipment in Africa, we know that it
>costs about $60,000 plus $3,000 per month to set up a VSAT system.
>Technology is not the problem. Policy is the problem.
I am puzzled by the above statement. It would be useful if Darrel could
clarify what he means by Policy is the problem. Is he referring to the
African countries or the USAID? To me it is obivous whose policy is to blame.
Maybe you could invite him to join AFRIK-IT to discuss his points.
Returning to Clement's letter, I think it is important that WE do something. We need to coordinate our efforts and stop the massive wastage of the tax payers
money in the name of the developing countries.
Before wiring Africa let us Wire the Africans abroad!!
