If at some point folks would like to see a web page that documents the
issue of top-down telecom development, provides some e-mail contacts to
facilitate organizing, and perhaps reports new developments, I'd be
willing to construct such a page, put it on a server, and encourage
links to it in other Africa-related web pages.
