I think it's important to recognize Dr. Lisse's experience "in the field".
He lives in Africa, he knows the culture, the economy, etc. etc. A person
from the West who has not lived in Africa, or wherever, for any extended
period does not have that knowledge, and having that knowledge is crucial if
truly sustainable development is to occur.
I also think that it's human nature to become reliant on handouts, on
someone elses expertise, on someone elses money, on someone elses
organizational and managment skills. If it keeps pouring in from "out
there" who can blame the people who take advantage of it. I tend to think
that overall, Westerners should stay out of Africa, and let the local
populations become more self-reliant in their own way in their own time. I
don't think the West is doing Africans any favours at all by forcing the
internet down their throats.
