The World Wide Web is growing exponentially and has become a major
international telematics structure.  Documents are coded for
presentation on the web using the HyperText Markup Language defined by
RFC 1866 which has the status of a Proposed Internet Standard.  The
extensions required for internationalisation are currently defined by
draft-ietf-html-i18n-02.txt known as "I18N", and the extensions
required for support of tables are currently defined by
draft-ietf-html-tables-04.txt .  

Many subsidiary applications are now being built upon the World Wide
Web, and I believe that

1) It would be advantageous, particularly outside North America, to
give International Standard status to the HTML specification.
 
2) It is within the scope of SC29 to address this standardisation
requirement, acting in close collaboration with the IETF, SC18/WG8 and
the ITU-T study group addessing interactive hypermedia telematics.

3) International Standard status should be given in as short a period
as is reasonable, respecting the JTC1 directives for the
standardisation of existing specifications whose technical value has
already been demonstrated.

Following MHEG 95/839 N161 Report of the Tokyo meeting July 1995, item
4; MHEG Part 2, 13522-2, is now free, and would be a very suitable
vehicle for this specification, so I therefore propose

a) that SC29/WG12 proceed by electronic means to request SC29 that the
13522-2 project be re-defined as described above.

b) that SC29/WG12 request permission from SC29 by electronic means to
conduct the business of 13522-2 entirely electronically in the spirit
of the existing class B liaison with the IETF.

c) that NB members of WG12 comment informally in both the mailing
lists <[log in to unmask]> and <[log in to unmask]> on this proposal.  I
WOULD LIKE TO INSIST ON THIS. COULD MHEG MEMBERS PLEASE COMMENT IN
BOTH LISTS <[log in to unmask]> and <[log in to unmask]>.  Our colleagues
in the IETF have class B liaison status with us and their procedures
require that technical matters be discussed entirely via the Internet.
