I have been following the interesting discussion between Jeff and Dr. Lisse.
On one side we have Dr Lisse who has managed to do things in his own way with out relying on external funding, on the other side we have Jeff preparing projectsthat could be funded by donors.
It is easy for Dr Lisse to criticise Jeff's attempt but I think it is important that we ask how many Dr lisses are around Africa. I think very few. BTW, how much would Dr Lisse's fee be if he was to be paid as a consultant for the work he has done? I tell you a lot. He is doing the work not for financial reward.
In general many African initiatives will require funding from donors if they areto take off the ground. It is therefore important that sustainable projects are selected and funded. Jeff's first stab at preparing such a proposal is recommendable. He is not suggesting his proposal is the best but will serve as a basis for discussion. I can see Dr Lisse's frustration but that is the way it is as longas WE depend on hand outs from the WEST.
