The standard allows for four caption modes:
 
CC1:  Standard captioning.  99% of the captions you see will be in this mode
CC2:  Alternate captioning, like bilingual captions, for example.

TEXT 1: Full-screen text display, used for schedules and such.  I have
never seen this in use, though I saw somewhere that CSPAN uses it.
TEXT 2: Alternate to TEXT 2.
 
All CC-capable sets will decode the first two modes (CC1/CC2);  most will
do the text modes, but some do not.
 
Some sets (like my Panasonic) have a setting for Field 1/Field 2, that
tells the set where to find the caption data in the video signal, so
such sets have eight possible CC "modes".  I have never yet seen a caption
that wasn't in CC1 on Field 1;  most people who need captioning will 
set it for CC1 and be done with it.
