I can't think of a way to get record store owners to stop buying promo
records from reviewers and record company personnel! and others, since
it's a great source of hard-to-find stuff for them (as well as the
buyers) and it's a cheap source of ordinary supply. Since everyone does it,
I'm sure they believe, It's okay.
But don't think it's only the obscure stuff that gets sold. People will
sell anything, and new Springsteen stuff gets offloaded to record stores
too. You don't see it in the bins, probably, because it sells fastest!
