Yes, though you might need to experiment with different fingerings for
C-natural. Are the keys missing or something? If they're leaking air
they can be re-padded. If you have a flute with a long foot joint and
keys (or ex-keys?) for low C# and C, those holes need to remain open
unless and until you want to try to play those notes.
