Not the most scholarly source in the world, but the Michelin green guide
to Ireland has a whole page (it is page 10) of place name elements, which
they preface by saying "Certain elements occur very frequently in Irish
place names and most have a clear meaning". For "Baile" or "bally" they
give "town, townland, homestead". There are about 100 of these
elements--real useful.
