Perhaps I'm misunderstanding the issue, but that just sounds like what I called body text. When I was using Ventura Publisher, things such as the header and footer were dictated by the stylesheet, and space-below and new-page triggers for titles and such were dictated by the paragraph style. Ordinary text simply flowed "around" such things, from page to page.
