No. The Irish word looks to all intents and purposes like a compound
of so/u- "good" and cíall "sense, intelligence, mind". By its outward
apppearance (having a palatalised ch), it is likely to be a rather
recent, young formation within Irish and would thus be unconnected
with any other formation outside it.
