Any way it looks at Angela Merkel as 'the most important person in the world'.
The interesting thing from a cybernetic point of view and VSM is that all the points she is criticised for (indecision, not leading from the front etc) are actually the things that have propelled and continue to propel Germany as a world leading economy. Her blandness and lack of charisma are actually what enables one to see her in cybernetic terms as gubernator - she is quietly steering and navigating the ebbs and flows of the tide and winds and unforeseen events as they happen.
The critics - of course - all KNOW what action they want her to take - they are all 'first order'. She - truly second order, whatever her greyness and blandness - does not have a single answer, but is in tune with the configurations around her.
Another factor that has led to criticism has been her immediate and forthright decision to stop in its tracks further development of the german nuclear industry subsequent to the events in Japan earlier this year. Indeed, she is the only world leader to have done so. So those who criticise her for indecision have to do some explaining.
Role on Angela - a least somewhere in the world outside China there is an emerging counter to the US/UK attempts to keep hegemony.
If - as it is claimed - she is no 'great politician', for god's sake let us have no more great politicians. Let us clone Angela and move toward more cybernetic natural drift ( ie 'viability').
