I think that song was written by Brian O'Rourke.

"This is a wonderful tongue in cheek ditty by Galway writer Brian O'Rourke,
about a goat whose sole ambition in life is to become an Irish drum. Brian
has written and recorded several comedic and satirical songs."

Hi listers,

      I'm sure at least one of you--probably more than one of 
you--knows this.  What's the name of the guy who wrote the song about 
the little goat who wants to be a bodhran when he dies?  I have a 
tape cassette of him singing his songs, and I'm thinking of going 
through my Irish music cassettes to try to find it.  I haven't gone 
through those cassettes in years, but, since they're in 
alphabetically arranged groups, I have a good chance of finding it, 
if I know his name.  (BTW, the very good version I have of this song 
on CD is by Colm O'Donnell.)
