Information and communication technologies (ICTs) are increasingly
available to mountain communities, as analysed by a new online paper:
The paper uses two simple frameworks on resource movement and
"information chains" to analyse the impact of a telecentre on the
remoteness and exclusion of a rural district in the high Andes. You
can re-use these frameworks for ICT impact assessment in other
mountain and remote areas.
The paper concludes by offering some recommendations for mountain ICT
project practice. It also comes with an educators' guide to
facilitate its use in training.
