It's not an absolute requirement. We translated another text, Echtrae
Nerai, that Meyer had similarly already edited and translated in ZCP.
The fact is, however, that someone has to take responsibility for
shepherding the chosen text through the long (weeks or months) process
of translation and discussion. This generally means shouldering a
great deal of the actual work. In the past, the pointman has been
David, Neil, Liz or myself, and generally all have contributed
substantially to the effort.
The "someone" -- the pointman or godmother or whatever -- has to take
a shine to the text or they are not going to invest all that time and
effort. Just naming a text out of the blue is not very persuasive.
If you were prepared to be the pointman yourself, that would be a
different matter, of course.
