Can you include a small example?

What do you mean by a "URL in XML format"?
From your brief description it seems you want to transform an XML
instance conveying your information in one vocabulary and you want
the same information expressed in a different vocabulary.
If you can give an example of your input and an example of your
desired output then someone may be able to help you.
I hope this helps.
