FYI, the July-September issue of the quarterly, The Africa Report (No.3) has
a special section on the Technology Revolution of which half is devoted to
ICTs. Nothing discussing localization but a column by Cheick Modibo Diarra,
Microsoft's chairman for Africa, mentions language.
Among other items here's also a column by Mark Shuttleworth, whose
foundation sponsors Ubuntu Linux.
