This phrase was coined by Raul Espejo in discussions on Skype about
criticisms from Ern Reynolds
 and Boris Freesman of the Real Time Study Group approach to applying
Stafford's VSM to National
  and World Government. Briefly RTSG was proposing distributed data mines
(System 4), workflow
  (system 2) and escalating alerts applied recursively from the level of
the citizen to the level
   of ministers, heads of state etc.
"Never make the bureaucracy viable" was an aphorism Ern recalled from
Stafford and from Boris
 "If it works break it".This was somewhat perplexing. But informed by
Gordon Pask's work with
 Graham Barnes which produced "Justice, Love and Wisdom" as a basis for
therapy in Croatia it
  seemed that regulation of contracts to supply with VSM might drive an
alternative and more
  appealing approach. Contracts are seen as reproducible dependencies
produced by explicit
   agreement. Differences between those concepts of agreement can be seen
as contradictions,
   innovations or ambiguities depending on the perspectives of participants
but the process
    of applying a contract produces a procedure or process which is open to
VSM monitoring.
    To resolve a dispute, or algedonic alert, in the contracted process can
be seen at the
    participant level as an innovation (an S5, the identity of the
contract, intervention
    selecting a better policy from S4). At the next higher level of
recursion a simple System
    2 function when participants discover the innovation for themselves
rather than having it
     imposed from a higher level.
Unresolved disputes will produce escalating alerts, not to some secretive
government elite, but to the international web community as a report on the
failure of participants to perform to some previously agreed standard. In
other words simply tell organisations how bad they are based on the
evidence of the citizens who use them and offer consulting help to put
things right.

This is seen as a real alternative to adoption by existing institutions of
VSM or the very
conventional ideas of e.g. George Monbiot in his "The Age of Consent" to
create an elected
lower house to the UN General Assembly.
From this came the proposal for justcontract.org and justcontract.com which
it is hoped to
 launch in coming months.

Metaphorum members will be invited to register as experts in due course to
help develop a more
 accountable and responsible world. Some work will be pro bono,
particularly during new experts
  induction phase, but established experts can expect fees determined by
the complexity and value
  of resolving a particular dispute. These design rules are constantly
under review and subject
   to improvement.
Criticisms and suggestions welcome.
