It argues that offshoring of IT services to Africa is an e-
development project worthy of serious consideration and
encouragement. Already begun in a small way, if it could gain
widespread support this might be a use of ICTs that delivers
substantial development benefits.
In the run-up to the WSIS-Tunis, Development Informatics
Group at the University of Manchester will be releasing a
series of these Briefings: very short (one-two page) overviews
of current evidence and thinking on key issues related to ICTs
and socio-economic development.
