I suspect it might be the latter - a general saying about the mortality
of individual kin-leaders and the contrasting durability of the kin
itself (and in particular its land). Very much like your quotation from
Ecclesiastes (1:4). But it's hard (sorry, make that impossible) to know
for sure. The miscellany is made up of fragments from various texts, so
the context is missing.
