I was wrong in two ways, I meant to say two words, but it is only one word:

At 2004-05-31 22:09 -0400, I wrote:

According to 2.2(1) the word value 0xFF11 is the character 0xFF11 so the 
encoding is correct.

So I reduced your test to the following single empty element that 
incorporates your four characters into the element type name:

Note how Xerces accepts the element type name without error when using 
version="1.1" and *correctly* reports the syntax error when version="1.0" 
but there are no reports of encoding errors.

So, the encoding problem is somewhere else in your file, but the syntax 
problem you have is you need version="1.0" as I concluded in my earlier 
message.

While you determine that, may I have your permission to send your file to 
the Apache project to determine why Xerces 2.6.2 is throwing an encoding error?
