During routine upgrades on an access router in Dublin (Brooklawn House),
the router rebooted.
All traffic to/from specified clients connected to the Dublin POP.

it was using its secondary RSP. However, the full config did not appear on
this RSP. Loaded the full config from tftp, and the circuits became stable
again. Logging fault with router support.
