XML is the problem here, not XSLT, since after parsing the knowledge
of which characters were encoded as character references is lost.
If there is a systematic way to work out which characters should be
encoded in that way you can probably solve this by writing a small
Java class to use as the output writer with your XSLT engine (provided
you are using a Java one). One way might be to implement your own
