Dear Colleagues,

A few weeks ago we posted the link to a Web survey asking experts for
their assessments of the most pertinent issues affecting the success of
electronic business in Sub-Saharan Africa (SSA). If you have responded,
we sincerely thank you. If, however, you have not yet responded, we
respectfully ask you to do so as soon as possible.

Please note that you may request a copy of the results even if you are
not able to complete this survey for whatever reason. So far,
respondents have included e-business and ISP managers, e-business
consultants, government policy makers, computer systems developers, and
others. They are based in every major African region (including North
and South Africa), as well as in India, Europe, and the United States.
If you (1) have expertise in e-business (2) related to the Sub-Saharan
Africa region, we value your input, even if you are not actually from or
based in this particular region of Africa. In addition, whether or not
you are such an expert, please kindly forward this e-mail to other
experts inside or outside your organization whom you might consider
appropriate. Please also let us know of any electronic mailing or
discussion lists where such a survey solicitation might be appropriate.

After reading the informed consent statement at the bottom of this
e-mail, please complete the survey by clicking on the following link (or
copying it to a Web browser):

Some people have told us that they have had some technical problems in
completing this survey. If this is your case, please see the
instructions at the end of this message. If it is inconvenient for you
to complete this survey on the Web (online), you may print it out and
fax or mail it to us. Alternatively, you may e-mail us to request an
electronic document that can be opened by any standard word processor,
such as WordPerfect, AmiPro, or Word. Our contact information is:

As a token of gratitude for your taking the time to read our e-mail, we
would like to offer you a copy of the results of this survey even if you
are not able to complete it for whatever reason. If you would like a
copy of the results, please just e-mail us with a request, or fill in
your e-mail address at the end of the survey if you do complete it. Mr.
Hamadoun Touré, the Director of the International Telecommunication
Union's Bureau of Development, has affirmed that this study could
contribute towards achieving one of ITU-D's goals of harnessing the
potentials of ICTs for socioeconomic development of developing
countries. Business managers, policy makers, and government and NGO
officials like you will use the results of this study in furthering the
development of e-business in SSA.

If you have any technical problems, or other questions or comments,
please don't hesitate to contact us. Thank you very much for your
anticipated assistance. Your response will be very valuable in the
successful development of electronic business in Sub-Saharan Africa.

Sincerely,

Victor W. A. Mbarika, Ph.D., Assistant Professor of ISDS
Chitu Okoli, M.Sc., Doctoral Candidate in ISDS

Department of Information Systems and Decision Sciences

TECHNICAL PROBLEMS

Some respondents have indicated that sometimes the survey server will
ask you if you want to resume or delete an existing survey. Please
choose "Resume", and you should be able to complete the survey with no
problem. If you still experience any technical problems, please either
contact us immediately, or kindly send in the survey by fax or postal
mail.

INFORMED CONSENT

We would very much appreciate it if you would kindly take the time to
complete this survey. Please also critique the survey itself, giving us
comments that will help us improve it and ask the most relevant
questions. All individual responses will remain confidential. You have
the option to provide any additional information so that we may contact
you for possible follow-up questions. However, any names or identifying
information that you give will not be shared with anyone other than the
researchers. Furthermore, all data collected from this questionnaire
will be presented in aggregate only, and your name will not be attached
to the information you provide. Your participation in this study is
