First, there are no pulldown lists or listboxes in XML; there is only
passive data. You can transform your XML into HTML, which does have
pulldown lists, but it's important to keep that distinction clear in your
mind. It looks like your unreachable colleague is using XSLT to do this
transformation, but you don't say what XSLT engine you're using.
But then you say:

but *where* are you trying to use that? In any case, what does the
post-transformation HTML look like? If there's no <select> in there, then
you're definitely not going to get a drop-down.
