 The primary role of DEWA is  to analyse the state of the global
environment and  assess
 global and regional environmental trends;  provide policy advice, early
warning
 information on environmental threats;   and to catalyse and promote
international
 cooperation and action based on the best scientific and technical
capabilities available.

  The World Conservation Monitoring Centre is UNEP's resource centre for
assessment
 and information on biodiversity conservation and sustainable use.  It
provides specialised
 services to UNEP and externally including ecosystem assessments, regional
and global
 biodiversity information support, research on threats to ecosystems and
species and
 developments of future scenarios for the living world.

 Functions:

 Under the supervision of the Director, DEWA, the incumbent will, in
general, be responsible for
 managing the World Conservation Monitoring Centre.  This includes the
strategic management of
 the centre, including policy development and implementation, planning,
budgeting and operations;
 establishing  and implementing  policies and procedures to ensure that, as
the principal centre for
 biodiversity assessment within UNEP, the new Centre provides effective and
efficient services to
 UNEP Governments, the secretariats of biodiversity-related multilateral
environmental agreements,
 NGOs, the private sector, academic institutions and individual members of
the public throughout the
 world.   More specifically the incumbent will perform the following
duties:

  ___________________________

 *The Executive Director reserves the right to appoint a candidate at one
level below the
 advertised level of the post.

  1.                  Vision, values and leadership

       Plot the direction of the future development of the Centre by
balancing perceived
       opportunities and needs with its mandate, values and competencies.

 2.                  Governance

       Support and service the Scientific Advisory Council in its role
vis-a-vis the UNEP Executive
       Director by contributing appropriate policy and operational
proposals; support and service
       the WCMC Board of Trustees; and ensure that the Centre's corporate
legal obligations
       within the UK are honored.

 3.                  Strategic Management

  Manage the UNEP Centre within the agreed strategic framework established
by the Director,
 DEWA and with support from the Scientific Advisory Council and in
conformity with UNEP's
 overarching global assessment strategy, by establishing and maintaining
appropriate institutional
 arrangements.

 4.                  External affairs, networking and fundraising

       Represent WCMC in appropriate national and international fora in
order to raise its global
       profile, by investigating, developing and communicating strategic
allegiances and
       partnerships, and expanding the sources and diversity of its
financial support.

  5.                  The UN System

  Introduce appropriate policy and procedural innovations to ensure that
the Centre benefits from
 and adds value to its association with other substantive units within UNEP
and throughout the UN
 system at large.

  6.                  Work Programme

  Oversee the development and implementation of a programme of work for the
Centre that meets
 identified user needs, seeks to broaden the Centre's client base, and
makes efficient and effective
 use of the Centre's workforce.

 7.                  Administration and Premises Management

       Ensure the effective and efficient administration of the Centre, its
premises and assets.

 Supervisory

 The Director, with the agreement of the WCMC 2000 Trustees, will also
directly supervise 5 senior
 WCMC (on-UNEP) posts (4 professional and 1 ancillary), and, through these,
have responsibility
 for a total establishment of 57 professional and ancillary posts.

  Qualifications:

  International experience in an appropriate branch of natural science
relevant to biodiversity.  An
 MBA degree, and relevant experience in management of a similar centre or
programme while not
 essential, is desirable.  Extensive knowledge of and experience in dealing
with agencies and bodies
 within the UN system including its multilateral environmental agreements,
particularly as regards their
 policy- and decision-making structures and functions.  Formal and/or
practical training in strategic
 planning staff management, policy analysis and development, programming
and budgeting.   Twenty
 years' working  experience in the field of environmental science including
policy, assessment and
 management, of which at least ten years at the international level and
five years in a senior
 managerial position.   Fluency in English is required and a working
knowledge of any other UN
 language is desirable.

  Salary plus Post Adjustment (Net per annum) in US Dollars

to $9,750 per child
