I'd build a simple application on top of the API of some XML parser.
Which would depend a little on our environment.

The only XML validating tool with a GUI I know of is xmlproc. (It's in
the above lists.)

This is what I would recommend, and you should make sure that the
parser is validating. You can then implement and ErrorHandler to
produce error messages in the HTML output form of your choice.
